[edit]Mr. Chaminda Kularatne is the current Chief of Staff and Deputy Secretary- General of Parliament of Sri Lanka. Before joining the Parliament Secretariat, Mr. Chaminda Kularatne has served as the Secretary to the Chief Government Whip of Parliament, Additional Secretary to the President, Additional Secretary to the Prime Minister, Additional Secretary to the Leader of the Opposition, Minister Counsellor at the High Commission of Sri Lanka in London, the United Kingdom, Senior Assistant Secretary to the President, and Assistant Secretary to the President.
He has served on the boards of the Bank of Ceylon, Merchant Bank, MBSL Insurance Limited, Grand Oriental Hotel, Maganeguma Emulsion Private Limited, and Colombo Financial City Founding Ltd.
Mr. Chaminda Kularatne is a Senior Lawyer who is qualified from the Law College of Sri Lanka and he is also a life member of the Sri Lanka Bar Association since 2005 and a member of the Bar Council since 2016. He holds a Bachelors in Law (LL.B) from the Open University of Sri Lanka and a Postgraduate Diploma in Business Management from the University of Colombo and a Master of Business Administration (MBA) from the University of Buckinghamshire, the United Kingdom.
During his tenure in the UK, he was able maintain a good relationship with the UK Parliament (House of Commons), and the Commonwealth Secretariat.
When Mr. Kularatne completed his tenure as the Minister Counsellor at the High Commission of Sri Lanka in London, he was honoured to be invited for a gathering to bid farewell, in a committee room of the Parliament of Great Britain hosted by the UK Parliamentarians. He was the first Sri Lankan diplomat to receive that honor.
