The Asia Pacific Energy Research Centre (APERC) is an international research center based in Tokyo, Japan, focused on energy analysis and data forecasting for the 21 Asia-Pacific Economic Cooperation (APEC) member economies. It was established in July 1996 following the implementation of the Action Agenda endorsed by the Asia-Pacific Economic Cooperation (APEC) Economic Leaders during the Osaka Summit in November 1995.[1], [2], [3], [4]

Mission

APERC's main aim is to promote comprehension amongst APEC economies regarding global, regional, and domestic energy demand and supply patterns, energy infrastructure development, energy regulatory reform, and related policy matters, all in pursuit of regional prosperity. APERC advocates for sensible energy policy development and boosts energy research capabilities in the region, aligning with APEC's Non-binding Energy Policy Principles to bolster energy security, foster economic growth, and uphold environmental quality as part of its mission and vision.[5], [6]

There are 21 APEC member economies: Australia; Brunei Darussalam; Canada; Chile; China; Hong Kong; Indonesia; Japan; Republic of Korea; Malaysia; Mexico; New Zealand; Papua New Guinea; Peru; the Philippines; Russia; Singapore; Chinese Taipei; Thailand; United States; and Viet Nam.[7]

Research & Analysis[8]

APERC meticulously selects its research themes to tackle pertinent issues that align with the objectives and priorities of APEC Energy Ministers and the APEC Energy Working Group (EWG)[9], [10], [11], [12], [13]:

The APEC Energy Demand and Supply Outlook is published every three years and forecasts energy demand by sector and energy type, transformation in both the power and refining sectors, and energy supply by energy type for each of the 21 APEC member economies and the APEC region as a whole.[14] This publication creates two scenarios: 1. Reference Scenario, which follows existing energy policies and trends, and 2. Target Scenario, which aims to model each APEC member achieving their energy and emissions-related objectives.[15]

The APEC Energy Overview is published annually and shows the latest energy data from all APEC members and details each member's energy use and current energy policies.

The Fossil Fuel Reports focus on coal, oil, and natural gas, and analyze past, present, and future supply, demand, trade, and price. These reports are used by the Expert Group on Clean Fossil Energy (EGCFE), but are also published publicly.[16]

The Topical Studies and Journal Articles provide insights into the APEC member's energy developments, with the aim to bolster the energy knowledge of interlocutors.

Know-How Transfer Program[17]

APERC provides special training sessions to member economies to build energy research capacity. The programs mainly focus on energy data forecasting and statistical training.[18], [19] APERC's Energy Statistics and Training Office (ESTO) implements this program.

Energy Data Network Service[20]

APERC's ESTO team manages all of the energy data submitted by APEC member economies. The ESTO team also serves as the secretariat for the Expert Group on Energy Data & Analysis (EGEDA) meeting, which occurs annually.[21]

APERC also supplies data to the Joint Organisations Data Initiative (JODI) database.[22]

Policy Cooperative Activities[23]

APERC coordinates peer reviews and workshops involving experts to help APEC member economies achieve their energy policy goals. Projects include: the Peer Review on Energy Efficiency (PREE), the Peer Review on Low-Carbon Energy Policies (PRLCE), the Low-Carbon Model Town (LCMT) Project, the Carbon Neutrality Symposium, the Oil and Gas Security Initiatives (OGSI), and the Energy Resiliency Project.

Completed Activities include the APEC Initiative for Enhancing Quality of Electric Power Infrastructure, the Compendium of Energy Efficiency Policies of APEC Economies, the Energy and Economic Competitiveness project, and the Cooperative Energy Efficiency Design for Sustainability (CEEDS) project.[31],[32],[33], [34]
