Liberal Democratic Party nominated Masahito Moriyama, Hyōgo 1st district incumbent, as its candidate.

Nobuhiko Isaka, who lost to Moriyama in last election, joined the Constitutional Democratic Party through DPP out of Kibō no Tō, and the Constitutional Democratic Party (CDP) nominated Isaka as its candidate. In addition, to cooperate with CDP, Japanese Communist Party did not set up a candidate.

Nippon Ishin no Kai, who did not participate in election cooperation, nominated Yuichiro Ichitani as a candidate.
