Are you asking or telling? A person may have been assigned a gender at birth, which they subsequently transition from, and if their target gender (the one they aspire to) is female, they are generally accorded female status. Some trans people do not transition past a certain point (typically that of having hormones, top surgery and sometimes facial cosmetic treatments), and others do not physically transition at all.
