But the Mosin-Nagant isn't a Rifle of the United States

Actually, it is. When the Tsarist government fell, the Bolsheviks canceled all ordnance contracts with foreign companies, which included orders for Mosin-Nagant rifles made by Remington and Westinghouse. The US Army then bought these rifles and type classified them as the Model of 1916.
