I'm a little confused by your revert. I'm not sure if you're objecting to not having a redirect in principal, or just the category not being in proper parent categories. I thought it was in the proper parent categories, but it looks like it isn't. I was conable making that first revert because with your "Rv unexplained blanking" edit summery, you saw the automatic edit summary "Blanked the page", so I thought that your objection would be addressed by redoing the edit but with an edit summery explaining why I was "blanking" the page.

As for the second revert, that was just a technical measure. With the {{Category redirect}} in place, the bots would have moved all subpage and categories into Category:Neighborhoods in Arlington County, Virginia. If the outcome of this discussion was to keep this category, we would have had to reconstruct the category from scratch. It was just an emergency technical measure, it is not meant as edit waring, or to prejudice the outcome of this discussion. That was also a secondary motivation for the first revert. I don't understand your reason for blanking the category page (hence making the category uncategorized). How long do you expect the category to be in this temporary "emergency technical measure" for ? Can you point to any WP guideline that explains why an "emergency technical measure" is needed ? The reason I "blanked" the page is because I covered it from a redirect to a category. North and South Arlington are not neighborhoods, but they are populated places in Arlington County. Previously the only populated places in Arlington County we had articles for were neighborhoods, hence the redirect.
There's no specific guideline that I know of, but the bots would have moved the the articles and North Arlington sub-category from this category into the Neighborhoods category, and possibly made the Neighborhoods category a sub-category of itself. In other words, the bots would have made a mess of things, especially if the outcome of this discussion was to keep this category. When this discussion is over, the result will be implemented, rendering this temporary measure obstacle.
Is your only objection to this being a category rather then a redirect, that it's uncategorized? I thought I put this in the proper parent categories when I made this into a category, but it looks like I forgot to. It's in the proper parent categories now.
