If I understand the principle correctly, categories should not be subdivided unnecessarily, which generally means wait until there are a substantial number of articles in a category before splitting it. It seems that I cannot find specific guidance against such narrow categorisation, though I seem to remember some CfDs which closed in deletion of low population categories.
