Name format

Is there a protocol regarding Japanese names in WP? Normally they are formed "FAMILY NAME + personal name", but there appears to be no consistency in how they have been used to head up articles, as evidenced by this category page. And that's not the only problem. Here's my analysis:

  • Some names appear FAMILY+Personal, others Personal+FAMILY; e.g. under 'M' we find both MATSUO Bashō and Kaoru MARUYAMA (MY CAPS to indicate family name)
  • Some names are actually listed under their personal name; e.g. Fumiko NAKAJO appears under F not N
  • Some listings (i.e. article titles) contain only the personal name of the poet; this may be because it is the only name known for the poet (e.g. Kūkai), or for another reason (e.g. Ryōkan) - see next point
  • A complicating factor is the fact that the majority of Japanese poets are known primarily by their personal name. It seems less than ideal to file Kyoshi under T and Basho under M, when most people know them only by their personal names.

I'd like to have some idea of others' opinions before I go making multiple changes.
