Confusion Category: Awards and decorations of the United States Foreign Service

Looks like there's been some confusion about the "Foreign Service" of the United States Department of State, specifically the category: Awards and decorations of the United States Foreign Service as this category contains many awards and decorations that are not restricted to members of the foreign service.

for example:
