This category is nonsensical ; it has been created by a user who has been blocked. This user is non French and seems completely unrelated to the subject.

There is no category of (Ecoles polytechniques) in France. There are some schools which have the word "polytechnique" but they are unrelated to each other !

The proper way of removing such a category is not emptying it and then proposing it for speedy deletion (with a disparaging comment), but to take it to CfD and make your case there, so that the community can decide. If it's as weird as you say, then it will be deleted (or renamed or redirected or merged, whatever is the most appropriate solution) without any problem. I do recommend that in this CfD, you avoid remarks like those above: the facts that the user who created it is blocked, is not French, and unrelated to the subject (whatever that may mean) are completely irrelevant for such a discussion.
