The City of Zagreb is, unlike other counties of Croatia, independently divided in two ways: into city districts (Croatian: gradska četvrt) and settlements (Croatian: naselje).

There are 70 settlements which correspond to villages that are not integrated into the one large settlement of Zagreb, that covers almost all inhabitants of the city proper. In the settlement of Zagreb, there are 17 city districts, which provide a better way to distribute local self-government through the city, with a large difference in size by area and mostly based on the population concentration.
