Bale Messenger (Persian: پیام‌رسان بانکی بله, Yes) is an Iranian instant messaging (IM), voice-over-IP (VoIP) service, social media platform, and mobile payment app developed by the National Bank of Iran.[2]

Bale was launched in December 2016, with the goal of providing a secure and versatile messaging service that integrates financial transactions.[3]

The platform preserves user data, transferring all personal information—including chat history, files, contacts, and media—to new devices without requiring a backup.[3]

An analysis by the Open Technology Fund concluded that Bale Messenger, along with Rubika and Eitaa, which are also sponsored by the Iranian government, are not safe and have security vulnerabilities.[4] According to the Open Technology Fund, "All three apps were confirmed not to use E2EE. Auditors also identified that all three apps’ backend servers monitor which websites users access, a mechanism for censorship and surveillance. Several other privacy and security vulnerabilities were uncovered in all the apps."[4]
