He was Mayor of Dunedin from 1880 to 1881.
Ross came second in the 1878 Roslyn by-election, beaten by Henry Driver.[1] He represented the Roslyn electorate from 1884 to 1890.[2] He was defeated in the 1890 general election for the new electorate of Dunedin Suburbs.[3]

He was born in Newcastle-on-Tyne, and sailed for New Zealand in 1859.[5] [6]
