Hi there. Sorry for the confusion. What happened was: a brand new user (with no other edits) marked the submission as being "under review". Now, personally, I think editors should take some time to get used to editing and familiarize themselves with the general principles of Wikipedia before starting to review articles. Also, I have seen a few cases where a submission gets marked as being "under review" and the editor who marks it as such forgets about it. If this happens, other reviewers will skip the article on sight and the submission may remain unreviewed for quite some time. This is why I unmarked the submission as being "under review". The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.
