The right question would be "can you reblock for obvious disruption?" and the answer to that question is yes.
In the future, I don't find this casual talk page disruption to be worth revoking TPA. They're stuck on a talk page for arbitrary period and you don't need to police their talk page if the behavior is below that of harassment or outing or repeated not getting it. It's a good example of how unserious Wikipedia is as a source for information. It is common knowledge that Trump, as the President of the United States, was the Commander-in-Chief of the United States Armed Forces between January 2017 and January 2021. Not even a peer-reviewed academic journal article would require a source to make that claim.
