A good article evaluation can take a number of forms. The most essential things are to clearly identify the biggest shortcomings, and provide specific guidance on how the article can be improved.

In response to your proposed section on Tule, I believe it is a good idea. There is a lot of potential for information on its significance. To justify its inclusion, you could mention it has the larges population in the table shown.
You could also choose to add more sources. A larger bibliography with multiple sources could lead to a more balanced review.
I think you have good ideas that just need to be further developed on the wiki page, good job!
