Proposal

All cricketers should be placed in a category of nationality. The format of which is Category Fooian cricketers. If there is any claim that a cricketer can be legitimately argued to be in more than one category, WP:COMMON should apply and the article be placed in more than one category.
- Examples of these categories are: Category:Australian cricketers, Category:Irish cricketers, Category:Barbadian cricketers, Category:Pakistani cricketers.
- Each of these categories have the parent categories: Category:Cricketers by nationality and Category:Fooian sportspeople and Category:Cricket in Foo.

Each cricketer can be a category for any team they have played for at domestic level. For domestic teams, the category name should be explicitly obvious that it is a county/state team, and not a "Cricketers from Essex" category. This will need to be decided for each country, but I propose for example that for English counties, Category:County CCC cricketers is used instead of Category:County cricketers; Australian state teams should be Category:State state crickteters (Category:New South Wales state cricketers).
- These categories have the parent categories: Category:Players in Country domestic cricket by team.

Any international cricketers should be placed in Category:Foo cricketers or one or more specific sub-categories where one applies. Such sub-categories are Category:India Test cricketers, Category:Pakistan ODI cricketers, Category:Scotland Twenty20 International cricketers. For affliate ICC members, the category Category:Foo cricketers will apply for those which have FC/List A status (not necessarily full-internationals). Category:Barbados cricketers is one such example.
- Sub-categories such as Category:Foo Test cricketers are placed in Category:Foo cricketers and [[Category:Test cricketers|Foo]] or Category:Twenty20 International cricketers...etc.
- Category:Foo cricketers is placed in [[Category:Cricketers by national team|Foo]].

Sort out the category tree.
Check that each cricketer is in Category:Fooian cricketers and not necessarily Category:Foo cricketers.
Domestic team categories need to be made more explicit.
