Leadership for Environment and Development (LEAD) Pakistan

Background and History

LEAD Pakistan was established as a country chapter of LEAD International in 1995. LEAD International was a Rockefeller Foundation initiative after publication of Brundtland Report of 1987 to promote global economic growth that is environmentally sustainable and socially equitable. During the initial years, LEAD Pakistan acted as a capacity development organization and ran only its flagship Leadership Development Program. In 2002, LEAD Pakistan started generating its own resources by implementing donor funded development projects.

LEAD Pakistan works with a programmatic approach to develop development sector networks, conduct action research and develop capacity of sustainability professionals. Since 2010, LEAD has evolved into a think tank with focus on research, public policy engagement, knowledge management and communication. As an emerging think tank, LEAD Pakistan aims to fill the gap between academia and policy-making in Pakistan, in the backdrop of the policy expertise needs of an ever-expanding government. LEAD influences policy-making in key development areas by conducting policy relevant research and communicating it to through research reports, journalistic stories and events. 

LEAD Pakistan is registered as an NGO under the Societies Registration Act 1860 and is headquartered in Islamabad, the capital territory of Pakistan. According to its published financial reports, LEAD Pakistan does not accept any donations and tends to remain politically neutral and non-partisan.

Vision

LEAD Pakistan envisions to empower stakeholders and generate positive action for evidence based policy-making, effective planning, efficient service delivery and lasting impact on lives and livelihoods.

Approach

LEAD Pakistan banks upon a collaborative and network approach and has developed formal collaborations such as Memorandum of Understanding (MoU) with a number of organizations nationally, regionally and internationally, including Sustainable Development Secretariat at National Assembly of Pakistan, Pakistan Meteorology Department, Ministry of Climate Change, Planning Commission of Pakistan, National Disaster Management Authority, Institute of Business Administration Sukkur, Lodhran Pilot Project, Jamshoro University, International Islamic University, the Urban Unit Lahore, Rescue 1122 Punjab, P&D Department Punjab etc.

At the regional level, LEAD has developed professional partnerships with National Disaster Management India (NDMI), the Energy and Resource Institute (TERI), Climate Energy Nepal, WWF Nepal, Practical Action South Asia, Development Alternatives Group India, Institute for Social and Environmental Transition (ISET) Nepal, Ministry of Environment in Nepal, and Bangladesh Center for Advanced Studies (BCAS) etc.

Leadership and Management

LEAD Pakistan is oversighted by a board of governors, comprising of renowned champions and cause leaders from academia government, private sector and civil society. The BoG members remain on board for at least three years. The current chairperson BoG is Dr. Ishrat Husain, the former Governor State Bank of Pakistan and a renowned economist. The other members include:

1. Ms Saima Amin Khawaja is a lawyer of Lahore High Court
2. Ms Khawar Mumtaz is chairperson of National Commission on Status of Women
3. Dr. Zahoor Bazai is Director Quality Assurance in University of Balochistan
4. Ms Samar Minallah is an anthropologist and activist
5. Mr. Muhammad Masood Akhtar represents private sector
6. Dr Jahanzeb Khan is a senior bureaucrat in Punjab government
7. Ms Rahat Kaunain is a senior lawyer
8. Professor Dr Iqrar Ahmad is Vice Chancellor, University of Agriculture Faisalabad
9. Ms Maheen Rahman is CEO of Alfalah Management Group
10. Ms Maryam Aurangzeb is Member National Assembly and Minister of Information
11. Dr. Adil Najam is Dean, Pardee School of Global Studies, USA
12. Mr Ali Tauqeer Sheikh is the Chief Executive Officer of LEAD Pakistan

Research & Publications

LEAD Pakistan conducts or commissions independent research under its various programs. Most of the research work includes action researches, policy papers and peer reviewed academic papers. Besides that, the organization regularly produces policy papers, info-graphics, newspaper articles and online videos and blogs to develop research-policy interaction. The organization also shares research outcomes with policy audience and other stakeholders by holding stakeholder dialogues, workshops and policy events.
