If the draft you're reviewing is for a new article, consider the following in addition to the above.

Examples of good feedback
A good article evaluation can take a number of forms. The most essential things are to clearly identify the biggest shortcomings, and provide specific guidance on how the article can be improved.
The content being drafted appears to be appropriately thorough. But I am not familiar with this subject, and I found it difficult to read and understand.
The language itself is fine in terms of clarity, although it feels a bit unapproachable. Some concepts such as "electrochemical cells" could use either a brief explanation or a link to the related Wikipedia article. e.g. [[electrochemical cell]] → Electrochemical cell
But, the theory section is in great need of subheaders to communicate structure and break up the Great Wall of Text™. This is the easiest way to improve clarity.
Other feedback:
The second paragraph ("Electrochemical cells are used in voltammetric experiments...") looks too stuffed, and could be broken up and elaborated on to make it more digestible for the average person.
As noted by the contributors, figures and equations are needed to explain many of the concepts.
If the "Types of Voltammetry" subsection can be broken up into categories, that would also be great.
