This account is not a sockpuppet. Instead, it is a legitimate account operated by Codename Noreste. It is used on public connections, unsecure Wi-Fi networks, or for testing purposes.
Public disclosure:I created this account while my main account (as 64andtim) had at least two edits. At the time, I forgot my password and I couldn't access Special:PasswordReset due to being in a blocked IP range. I tried to appeal this rangeblock via UTRS, but it was declined saying that I should create an alternate account. I made this account under the name 64andsomeone to access the reset password page, and that is it. This account and my main are the only two accounts that I operate.
