New version of template

fix image

- Done. Although I've restored the image locally (it was deleted from commons), it's a fair use image and can't be used in the banner.

Remove Brunei from template

I've made WIkiproject Brunei its own template at Template:WikiProject Brunei as such this is no longer needed. The necessary edits have been made in the sandbox I believe.
