Retitling rescoping and rewriting

In line with another "Showa Japan" article - I think this article should be attempted to shift towards a more NPOVC tone and an article of encyclopedic value.

This page makes no sense

This really isn't a display of xenophobia, considering that ALL OF THE EXAMPLE involve anglo-saxon westerners, and considering that Japan was in war with the America, British, France, Australia, this isn't an act of xenophobia at all, but just a war time prejudice. And the German/Italian fleet being refused doesn't imply that it was on a basis of racial standard. A referance that needs to be removed

The referance regarding "An Investigation of Global Policy with the Yamato Race as Nucleus" document should be removed as the document itself was classified an never released to the public as mentioned here:
