Belarus is a dictatorship - is clear POV.

What is relation of words Belarus is a dictatorship, where human rights are less respected than in other countries. Belarus still has the KGB. to this person? I think such sentences are good for overview type of articles like Politics of Belarus but not in every article about Belarusian bureaucrat.
