Army involvement in Twin Falls Victory (no citation)
[edit]While writing up USNS Twin Falls (T-AGM-11), I could not verify that the army had anything to do with it, as another author added here. In fact the MARAD PMARS card shows the hull being withdrawn for the Air Force in 1960. --J Clear 02:07, 28 April 2007 (UTC)
Army involvement
[edit]I will write up what I personally can verify. I worked in Radar Engineering Dept of Range Development Directorate of the Atlantic Missile Range located in the Tech Lab at Patrick AFB, Florida in 1961. I handled testing data and proof of accuracy tests required to pay RCA for the AN/FPS-16 missile tracking radar installed on the Twin Falls Victory. The Pershing Missile project of the US Army provided funds to Atlantic Missile Range (Eastern Test Range), to purchase a special tracking ship to prove the aiming accuracy of the Pershing as USAF at that time did not have a ship capable of doing so. The US Army Pershing Missile project had to transfer funds needed by a document known as the MIPR (Military Interdepartmental Procurement Request) The USAF had to transfer funds by MIPR to the US Navy to purchase an FPS-16 radar because the Navy controlled purchasing of that sort of hardware. The Army did not own or possess or operate the ship. They merely paid for it to assure the success of the Pershing missile. - Ship's page updated. The hull was always U.S. government owned. The Maritime Commission, successor to the War Shipping Administration, had custody of the ship until it transferred custody to the Air Force. The ship was converted and specially equipped in Mobile, Alabama for the Army's Persiing missile program and it is most likely, almost certain, the Army MIPRed funds for conversion and almost certainly special equipment.
