Whether or not that is the case, that's not the issue that needs to be dealt with. The issue is that the article appears to duplicate material found at http://www.premahospitals.org/web/index.php and thus is a copyright violation. This can be dealt with in a number of ways; the simplest is possibly to re-write the article completely so that it doesn't copy the other material.
