National highways vs. provincial highways

The national highways sections seems to be still empty since I create that section. That should be the location of the so-called "Provincial highways" where most roads are rather national highways instead, as provincial highway has a different definition by the Department of Public Works and Highways. Why would many national highways in the Philippines be called provincial highways? Is that a common designation or just made for the article? TagaSanPedroAko (talk) 08:35, 24 January 2017 (UTC)[reply]
