As per note 12:

Herlihy, page 158: "With the abolition of the office of governor general, the former advantages of decentralization disappeared. In 1879, the new type of temporary governor general took office; he was now less a friend at court and more a force at home. These officials were primarily interested in maintaining law and order. The first to fill this post was Eduard Ivanovich Todtleben."
