To show notability, an article must have at least three in-depth references from independent, secondary reliable sources. This article has one. This article passes notability. Primary sources can be used for this particular class of articles. Ask the IR project if you have concerns. Saying I'm not well-versed in bilateral relations articles is a bit of a stretch considering how many I've created.
