Confusing sentence needs rewrite

Under the heading "Characteristics of art", the second sentence states "In the forefront of the historical picture, but its main theme - not the struggle of heroes, as in classicism, and the fate of the huge human masses." This is more than a little confusingly written. It is lacking an essential verb (and possibly more than that), but that verb is impossible for me to deduce from the context.
