In terms of order, can either -(n)to or -(e)n can be interchanged?

Remove clitics and make a separate wiki page for them

This article is titled Ilocano particles, not particles and clitics. Clitics are a separate topic because they exhibit different behaviours - enclitics must be attached to a word, whereas particles not only can stand as separate words, they can move around in different positions within a clause.
