At least one academic (Rick Hills at NYU Law School) has suggested that this rule may be an unconstitutional bill of attainder, per United States v. Lovett. I haven't found other published commentary regarding the constitutionality of the rule, but if other academics opine on this issue, then we may want to add coverage of their comments. -- Notecardforfree (talk) 04:48, 26 January 2017 (UTC)[reply]
