- While that point could be contested, I think his notability lies in this sentence: "In 1953, he came to public attention when, as a police inspector, he investigated the disappearance of Scarborough teenager Marion McDowell and organized what was then the largest manhunt in Toronto history for the missing girl." While the article is print only and can't be verified, I believe that this search would qualify him under WP:BIO. I don't think this qualifies for speedy deletion. I'd take it to AfD if I were you.
