The name is not even in Romanian, Hajdú-Bihar has no specific Romanian name, so it's irrelevant. It would be relevant if it had a specific Romanian spelling, like jud. Haidu-Bihor, or something, but that not being the case, the Romanian name is irrelevant. As for the 3rd largest minority argument, it's maybe 700 people in 546 thousand total, big deal.
