It's what the source says; my assumption is since he went to "Europe" he was gaining knowledge about European navies to inform the US government, this was typical back then (and now) sending reps to allies to learn how they do things. European military at the time was considered superior to American though this changed after the Civil War when American generals advised Europeans during the Franco-Prussian. What source says that? No reference is given. You need to clarify it as its unclear if its referring to the US government or a European government. Also why aren't your additions in chronological order? Mztourist (talk) 16:07, 21 April 2021 (UTC)[reply]
