Uh... does this really need to be its own article? This is more like a section of another article, if that.

Article needs to stand on its own

The Flag of the Jewish Autonomous Oblast is a notable article. As the present article states, the subject has both regional and religious significance. Also, here are a few other articles for Russian Oblast and regional flags. These are listed in "Category:Flags of Russia".

It's not a question of significance or notability. This is a small (article-material-wise) part of a larger subject. If there were more to say about the flag, then I'd support it being mentioned in summary style and split off into its own article, but this is a tiny bit of information that belongs in the Jewish Autonomous Oblast article. As for the other flag article examples, I'd object to those too, as long as a larger article on the state or movement exists for which the flag represents.
