The reason is that there is only one entity named "Competitiveness Council" on Wikipedia, and so it should occupy its own page name. All other entities listed here have distinctly different names and can easily be linked to either from hatnotes or a disambig page.

To give an example, United States is not a disambiguation page with links to United States of America, United States of Brazil, etc., but instead points directly to the main article.
