Germany at war with Austria?

Not sure where else to put this so I thought I'd comment here.

Has anyone else noticed in this episode, When Josh is telling Donna about the 'lend-Lease Act', he states that "Britain, Austria and France are being Hammered by Germany" - Austria?? By 1939 Austria no longer existed, it had been completely integrated in the German Reich. Was this a mistake, or an example of the West Wing's alternate reality?
