Is such photo relevant to the article?

P.S. Angren is not ghost city. There are many abandoned houses in Angren, but it has 174 000 population now. Article in Russian is a journalistic photo reportage with figurative language. Carpodacus (talk) 12:36, 4 March 2015 (UTC)[reply]

@Carpodacus: I have no comment on this matter, but I added a template which might help.

As much as possible the image/s should be at Wikimedia Commons and not locally kept, in order for it/them to be used on many different language versions of Wikipedia. However, it/they must conform to "de minimis" principle without causing Freedom of Panorama issues. Hope the template helps. :-) JWilz12345 (talk) 12:23, 31 March 2019 (UTC)[reply]

@Carpodacus: yes, but only the general view/s and or skyline/s. And these should be freely usable in Commons (to be used in other language editions like Tagalog Wikipedia where I'm more active). Although there's "no-FOP" issue in Uzbekistan, I assume skyline and/or general views conform the so-called de minimis exception. Best examples are these pics of Tashkent itself: File:Aerial view of Tashkent, Uzbekistan.JPG and File:Tashkent street view.jpg. A general view would be a view of its city center, its main street/s, and/or major sidestreet/s but not focusing on one architectual subject.
