Although many votes came from veiwers Rick Astley recieved widespread internet support. The original idea is debated between 4chan's /b/ section and ultimate-guitar.com(or UG). UG is most likely the original creator by a user named kidsilcon. They idea of brining this to /b/ was actually originated on UG and /b/ has no time date proofs like UG. The thread can be viewed here http://www.ultimate-guitar.com/forum/showthread.php?t=954781&page=2&pp=20. 4Chan however did bring in the most votes for Rick Astley Ultimate Guitar had the idea.
