== Principal == |

The Principal of the college is Col (Dr) J.S.Virk (retired), since 10 Feb 2009. He also served simultaneously from 14 July 2009 to 28 August, 2009 as Director-Principal, CASE Group of Studies, a private group in Baddi, Dist. Solan, Himachal Pradesh which runs the following three institutes: |

- He is an eminent and hard-working personality who also simultaneously works as Director of Gurgaon College of Engineering, Gurgaon, Haryana, and is one of the partners of this private College owned by his brother. Thus, he devotes about five to six days of his precious time to every institute every month, since he has to look after five different Colleges as Director-Principal simultaneously. |

His total attendance in the Govind Ballabh Pant Engineering College is about 20% only in the 16 months since 10 February, 2009 because of full support of the Principal Secretary and the Chief Minister who continue to encourage his absenteeism, and can sympathetically understand the compulsions of this rare personality, whose wife is chronically ill, to serve so many engineering Colleges simultaneously. |

Col (Dr) Virk served as Assistant Professor in Electronics & Communication Engineering in Sant Longowal Institute of Engineering and Technology (SLIET), Longowal, District Sangrur, Punjab on probation of two years. His probation period was further extended for one year upto July 7, 2000 since his work and conduct was not found satisfactory. However, his services were never made permanent there and were finally terminated with effect from December 10, 2000 due to his unsatisfactory work and conduct. An amount of Rs. 66,634 is still recoverable from him on account of excess pay and allowances. His termination notice was published in The Tribune newspaper, Chandigarh Edition on January 3, 2000. |

After this episode, Col Virk applied to the Regional Engineering College (REC), Silchar, Assam on January 24, 2000 for the post of Principal. However, since the last date of application was January 15, 2000, several staff members in the College objected to it. On August 22, 2000, the Deputy Registrar (Administration) of SLIET, Longowal wrote a letter to the Chairman, Board of Governors, REC, Silchar informing him about Col Virk and requesting the Chairman to look into the matter and supply the Deputy Registrar with a copy of the application submitted by Col Virk. The news was published by The Times of India, Kolkata edition on July 12, 2001. Finally, the Government of Assam was constituted to set up a two-member inquiry committee. The Committee observed in its report that allegations regarding his false claim of experiences at College og Military Engineering Pune and Army EMC Agency Mhow were verified. The Committee also noted that the experiences of Col Virk tabulated by the Enquiry Committee included his expereinces as Officer Commanding, Signal Communication, Infantry Division, Signal Regiment as Major. The committee reported that the allegation that Col Virk never held the post of Professor at the time of filing the application, although he claimed to be a Professor in his application, was true. The committee also observed that it was true that Col Virk concealed the fact of termination of his services by SLIET. The Committee found that the application received was sent directly by Col Virk to REC, Silchar and no copy of the application through proper channel was received. The complaint was made by the then Member of Parliament Santosh Mohan Dev. However, the then Minister for Human Resources Development Murli Manohar Joshi wrote a letter to the then Chief Minister of Assam Tarun Gogoi to drop the enquiry as the College was converted from REC to NIT and handed over by State Government of Assam to Central Government of India. |

In 2003, the Gauhati High Court passed a stricture against him in writ petition no. 2161 of 2003. It observed that a great damage would be done to the institution, if a wrong person would be appointed consequent to an advertisement for the post of Director. It specifically stated that Jasbir Singh Virk was not having five years experience and was never a professor to be considered for the post of Director. |

He again deliberately concealed and distorted the facts so as to get the appointment on the post of Principal, Engineering College, Kota, Rajasthan while misrepresenting the credentials of his service records at the Indian Army, SLIET Longowal and REC/NIT Silchar cleverly hiding the stricture and order dated 25 March 2003 of the Gauhati High Court on his ineligibility to be considered for the post of Director/Principal. |

For his appointment in Engineering College Kota, Deependra Singh Shekhawat, the then Minister for Technical Education offered him full protection. Instead of constituting a national-level selection committee for appointment of Principal, he constituted a committee of Principals of other government engineering colleges in Rajasthan, that is all his subordinates only, and got apoointed Col Virk as the Principal of Engineering College Kota. However, the then Member of Parliament from Kota, Raghubir Singh Koshal complained to the Chief Minister of Rajasthan, who constituted an enquiry committee and terminated the services of Col Virk on 29 December 2004. |

The last pay certificate of Col JS Virk from National Institute of Technology, Silchar shows his basic pay to be Rs 20400, whereas he mentioned his basic pay as Rs 22400 per month in his letter dated 18 October 2008 to Mr Subroto Biswas, Secretary, Technical Education, Government of Uttarakhand and negotiated for higher pay of Rs. 90000 per month and perks based on false claim, and secured appointment as Principal of Govind Ballabh Pant Engineering College. |

Interestingly, India has Right to Information Act, 2005 and when an application was made under this Act for obtaining information about his qualification and experience certificates, the Department of Technical Education, Government of Uttarakhand admitted that it does not have any records of this officer available with it. The news regarding his ineligiblity was published in the Hindi daily Hindustan on 8 July 2010. |

Another application was made under the Right to Information Act, 2005 to the Army Headquarters of the Indian Army. However, the Army Headquarters pleaded ignorance on the credentials of the officer and is not in a position to certify the veracity of claims of this officer who sometimes calls himself Colonel, sometimes Leiutenant Colonel and sometimes as Major of the Indian Army. |

No information or certificates about educational qualifications except English version of his High School pass certificate, without roll number, and provisional certificate of Ph.D. bearing Serial No. 152 dated 17 December 1999, issued by the Jawaharlal Nehru Technological University (JNTU), Hyderabad. Interestingly, this provisional certificate is being used by him even after over 10 years. Col Virk has failed to enclose the photocopy of his original degree certificate with his application for the post of Principal in Govind Ballabh Pant Engineering College. In this provsional certificate, the roll number is shown as 95531EC wherein second '5' digit is manually manipulated. The roll number 95531Ec is different from Hall Ticket number 95331EC, as mentioned in pre-Ph.D. memorandum of marks bearing serial numbers 239 and 273 respectively, issued by JNTU, Hyderabad. |

Also, rest of the certificates about his academic qualifications are not available either with the State Government of Uttarakhand or with the College office. Dr Virk refused to provide information under Section 11 of the RTI Act 2005 claiming it to be his personal information, which is challenged at an appellate stage before the Uttarakhand Information Commission, which is likely to order departmental enquiry and criminal prosecution against him. |

It is doubtful whether Col Virk is really a bonafide pensioner of the Indian Army, because he never included the income that he earned from the pension in his Tax Deduction at Source (TDS) and income-tax returns since 1997. similar is the case with income that he earned from the other institutions including the IEET, Baddi in 2009. The Director General of Income-Tax (Invetigation) has launched formal inquiry against him, and he has been issued notice by the Circle Income-Tax Officer. |

As per the findings of the Inquiry Committee constituted by the Government of Assam in 2002, and the mention at several points in the file of Principal, Engineering College, Kota, 2004, maintained by the Department of Technical Education, Government of Rajasthan, it is reasonably clear that Col Virk's version of his services and preamture retirement from Indian Army are contrary to what he has mentioned. |

An office memorandum no. 11012/7/91-Estt.(A) dated 19 May 1993 of the Government of India mentions that wherever it is found that a Government servant, who was not qualified or eligible in terms of the recruitment rules, etc., for initial recruitment in service or had furnished false information or produced a false certificate in order to secure appointment, he should not be retained in service. If he is a probationer or a temporary Government servant, he should be discharged or his service should be terminated. If he has become permanent Government servant, an enquiry as prescribed in Rule 14 of Central Civil Services (Classification, Control and Appeal) Rules, 1965, may be held and if the charges are proved, the Government servant should be removed or dismissed from service. In no circumstances should any other penalty be imposed. Such discharge, termination, removal or dismissal from service would, however, be without prejudice to the right of the Government to prosecute such Government servant. |

An enquiry by the State Police in 2010 conducted by the Additional Superintendent of Police, Pauri, Mr. Jaswant Singh mentions that the charges against the principal of serving in both the Colleges simultaneously are prima facie proved, and has recommended magisterial inquiry into the matter. The Superintendent of Police, Pauri in his letter dated 13 July 2010 to the district magistrate forwarded the enquiry report of the Additional Superintendent of Police, Pauri, enquiry officer in the matter, to the District Magistrate, Pauri, since the matter pertains to a person serving on a high position. |

On the other hand, the Ministry of Human Resources Development, Government of India has launched an enquiry into how the AICTE granted approval to the CASE Group of Institutes at Baddi. The Universities Grants Commission has launched an enquiry into how the Government of Himachal Pradesh converted CASE Group of Institutes, Baddi into Baddi University of Emerging Sciences and Technologies. |

A news item published on 19 July 2010 in the Hindi daily 'Rashtriya Sahara' mentions the details of disqualifications of the principal, and questions why the State Gvernment of Uttarakhand is protecting him. |

Now the Principal continuously threatens the Head of Department, Computer Science and Engineering to remove him from his position and transfer him to Department of Electrical and Electronics Engineering without approval of the Board of Governors, so that the Head of the Department agrres to all the proposed purchases of computers without raising any objections. |

The Principal Col (Dr) JS Virk (retd) and Mr Sandeep Kumar, Training and Placement officer tried to protect the killer to the best of their abilities, contacts and influence. Singh is renowned in the College for obtaining the position of Assistant Professor in 1997 without completing five years on the post of Lecturer. The Principal Col JS Virk has promoted both of them under Career Advancement Scheme without verifying their annual character rolls of five years as required. The Principal also fixed the pay scale of Mr Manoj Kumar Panda in Pay Band-4 of the Sixth Pay Commission of India, in spite of ineligibility of Mr. Panda. Now Mr. Panda is sponsored for Ph.D. under Study Leave in the Indian Institute of Technology, Roorkee, treated as deputation for three years. |

The Heads of this Department are changed frequently every now and then, without approval of the Board of Governors. Because of this, examinations and results are being declared very late, often delayed by six months. |
|||
Till June 2010, the Department was headed by Prof. N. Singh who had contributed a lot towards the upliftment of department but unfortunately the corrupt and dishonest Principal, Col. J. S. Virk had removed Prof. N. Singh for his vested interests. Professor N.Singh has filed writ petitions no. WP 92 (S/B) of 2010 & WP 97 (S/B) of 2010 for justice before the Hon'ble High Court of Uttarakhand at Nainital. |

The writ petition number 92 of 2010 filed on June 1, 2010 is directed against the Principal of the College who allegedly filed a false affidavit before the High Court of Uttarakhand at Nainital and mentioned that he has never served at Baddi. The petitioner has prayed for action against the principal under Sections 340, 195 of the code of Criminal Procedure in India and Section 183 of the Indian Penal Code, having penallty of upto three years imprisonment for filing a false affidavit before a court. The Principal and the State Gvoernment keep on dragging their feet in the matter and did not file counter affidavit in spite of notice issued by the High Court to them. The other writ petition number 97 of 2010 has challenged the overnight termination of Dr N Singh without even a show cause notice. The Principal had even issued two office orders directing Dr N Singh to vacate the official quarters alloted to him in the College campus. However, these orders of sudden eviction have been stayed by the High Court of Uttarakhand at Nainital. The draft replies prepared by the Principal have been returned by the Standing Counsel of the college who has asked the Principal to prepare proper replies. Dr N Singh is being looked upon by many as the next principal of the College after an open enquiry gets lanuched against the present principal and he formally gets arrested. |

==Central Library== |

The library is the life-line of the College. It contains more than 5000 titles and 30000 volmes, which includes almost all the books covered by the syllabus, and other technical journals like IEEE publications and other magazines, varying from computers to applied sciences and humanities. The construction of a new separate Central Library building has been stopped after February 2009 even though it was completed 45% and approved by the State Government of Uttarakhand, because of the precarious financial condition of the State Government of Uttarakhand. So the Central Library continues to run from the old Computer Science and Engineering Block. The Central Library has state-of-the-art facilities including book scanner and learning resources CDs, VCDs and DVDs in its Digital Library section. However, now the Principal has imposed severe restrictions on the issue and use of these materials by students and teachers. The Library operates on an open access basis, however, the verification of Library books has not been done since last about more than seven years as of 2010, giving rise to undetected thefts of books and CDs on a large scale. Students and staff members have an access to large number of books and journals, besides large number of competitive and technical magazines. Presently the library is procuring more than 60 national and international journals, besides subscribing to 245 online journals, which can only be accessed whenever the Internet works, that is, for about one hour in a month, that too on a painfully slow speed. |

Efforts are being made to procure the latest Library Management Software for library automation purpose. The catalogue data entry work has not yet been done but the computerized service and circulation will be implemented soon. The library users are licensed to use the DELNET database for their study / project work / research purpose. Digital Library Section is fully functional. The library is being further strengthened with large number of books and journals. |

==Training and Placement Cell== |

Training & Placement Cell in the college is now (since May 2010) headed by Mrs. Priti Dimri, a contractual Lecturer in Computer Applications. Though she was rejected by the Selection Committee in November 2009 for the post of Associate Professor, the Principal Col JS Virk dragged the name of Chief Minister Mr Ramesh Pokhriyal Nishank into the controversial appointment, as he appointed her on approval of the Chairman, Board of Governors, since she happens to be sister-in-law of Mr Deepak Dimri, Private Secretary to Chief minister. This sudden appointment on 22 June 2010 gave rise to allegations of nepotism against the Chief Minister and the Principal. |

The students from the College have been employed in Infosys, TCS, Tech Mahindra, NIIT, Bajaj Auto, HCL Technologies, Satyam Computers and Syntel. Now attempts are being made to establish a separate Training and Placement Cell at Dehradun, the Capital city of Uttarakhand (at five hours distance from the College), since the companies and industries sometimes hesitate to visit this college, which is in a geographically difficult location. |

In spite of the troublesome recent past, when the College was without a full-time regular Principal because of severe neglect by the former Chief Minister Major General B.C. Khanduri, who also appointed a person so-called Col (Dr) J S Virk (Retd), who is neither a Colonel, neither a Ph.D., nor a Professor, without any verification of his documents or credentials, now the College seems to be moving on the right track, after the present Chief Minister and the Chief Secretary are contemplating CBI enquiry against the Principal Secretary and the Principal. |

Interestingly, none of the members of the screening committee are likely to be held guilty since they had mentioned clearly that the application of Col JS Virk is without any certifcates, documents or credentials. However, the then Chief Minister Major General BC Khanduri (retired) still went ahead with the appointment in 2008. Mr Subroto Biswas was another official before whom the Principal made misrepresentation about his eligibilty for the post of Principal. The Principal wrote a letter on 21 may 2008 to the Vice Chancellor of Uttarakhand Technical University, Dehradun that he was already selected as Director of National Institute of Technical Teachers' Training and Research (NITTTR), Bhopal. Whereas the Public Information Officer (PIO) of NITTTR, Bhopal certified udner the Right to Information Act, 2005 that Col Virk was never issued any such appointment letter. |

==Demand for NIT Status to the College== |

The Vice-Chancellor of Uttarakhand Technical University, Dr. D.S. Chauhan, who is Member of Board of Governors of the College, had earlier recommended upgrading the College to the National Institute of Technology (NIT) status, the Chief Minister of Uttarakhand, Mr. Ramesh Pokhariyal 'Nishank' who is Chairman of Board of Governors of the College did not approve upgrading the College to the NIT for the State of Uttarakhand because of his narrow political interests, and hence the State Government submitted proposal for formation of NIT in a small village near the College in the same district, so that grants of about Rs. 6000 million Rs can be extracted from the Central Government. It is noteworthy that when names for ten new NITs in ten different states in India were announced, grants of Rs 2500 million were announced for other new NITs. With the vast alumni support and the present initiatives taken by the faculty members and students, and support of NPA alliance government at the Centre, the condition is improving, and soon, this College may be ranking among the best colleges of Uttarakhand (after the Indian Institute of Technology, Roorkee) as the National Institute of Technology in the State of Uttarakhand.
