Why does the SECRET classification not have a strike through it? IAW EO 13526, declassified information must have a strike through the CONFIDENTIAL, SECRET, or TOP SECRET classification words to be considered declassified. As such, this memorandum MAY still be classified as secret with no caveats. NARA screwed up when they didn't do that. I don't know of an easy fix, but readers might want to know that by viewing that file, they're introducing classified information to their information system and as such, that makes your servers, as well as any computer viewing it, liable to seizure under Title 50 United States Code.
