Yes, Mexico is missing (7 satellites in total, first on 1985). Also many, many other countries: Saudi Arabia (12 satellites) Thailand (6) Turkey (5) Egypt, United Arab Emirates (3) Philippines, Greece, Nigera (2) Algeria, Chile, Colombia, Iran, Kazakhstan, South Africa (1).
