As far as I can tell this was taken by someone who worked at Sing Sing. I would think this was unpublished since it doesn't seem to have any indication of publication in many newspapers from the time. And unless the institution released non-mugshot photos then this is copyrighted until 2049 at the latest. With that in mind I think replacing the main image of Snyder on her Wikipedia page would be advisable since this image isn't going to exit copyright anytime soon.
