Are you sure this is not the nest of an Eastern Phoebe, and not that of a Pewee? The Phoebe usually builds nests on rafters and the like, or under bridges. The Pewee builds a nest, usually, on the limb of a trees in a forest, see, for instance, Birds of Nebraska description. (I've never seen a Pewee's nest, but have found several Phoebe's.)
