How did this happen?

How did this sign come to be made? From a daytime picture, I see that "Leaving Brooklyn" is on a blue background. It is plain to see in this picture that "Oy Vey!" is on a green background in two parts, and likely covering up something else. What used to be on this sign? Why two parts for "Oy Vey!"?
