Would it not be better to use white text for explaining the color codes? It's virtually unreadable as black on very dark blue.

Would it not be better to use a logritmic scale for the y axis?

When it becomes appropriate, could someone clarify whether the "billions of U.S. dollars" are inflation-adjusted?
