Based upon the discussions at WP:MCQ#File:Marvin Shields.jpeg and c:COM:VP/C#File:Marvin Shields.jpeg it appears that this photo can be converted to {{PD-USGov-Military-Navy}} because it appears to have been created by a member of the navy or the US government and the copyright is owned by the National Archives and Records Administration according to here and here (see this for the photo credit). -- Marchjuly (talk) 00:26, 12 January 2018 (UTC)
