Status of this picture

This picture was added to illustrate the article, to prove that the musical term/genre called "cold wave" appeared in the music press in 1977. The caption of this Sounds (magazine) 's front cover is indeed "New Muzick, The Cold Wave". I compare this file to another one: this exactly similar file as this one see here, also showing a front cover of this now defunct magazine Sounds, was added at the Sounds (magazine) article. In both cases, it is to illustrate the article and give a plus. I can support tons of other instances of non-free files that were accepted because they gave a plus to the article. see this one. The only opponent to this issue, has refused to engage a discussion here first, and more annoying has still not replied to this contraction, mentionned just above where as I raised it in the history of the file. I consider his demand for deletion without engaging first real discussion as both premature and pettifogging. I ask full details and reponses from administrators, I need explantions to know why some non-free files are accepted here and then, and sometimes why others are not.
