source image seems already free and public, ref. explanation below

Potential dispute: in good faith, it is my understanding this picture qualifies for fair use, provided Mr Fouda is a public figure of a public institution that already displays the image openly. Necessary precautions have been taken, in the form of a mail I sent to request for the re-use of this picture on wikipedia (awaiting answer). CockpitSeeker (talk) 20:10, 26 May 2015 (UTC)

Non-free images are not permitted under our fair use policy.
The image does not have a license tag. Even images in the OTRS email queue must have a license attached. -- Diannaa (talk) 14:51, 29 May 2015 (UTC)[reply]
