If this includes colonies as of 1966 you're missing a lot of British and French ones, such as Belize, Guyana, and Vanuatu. What you mean to say is, the Portuguese colonies, which are the only ones included, were considered by Portugal to be integral parts of the Portuguese state as much as any other part and therefore, players from Mozambique could play for Portugal in a way players from Guyana couldn't play for England (or any other British side).
